Mr. Soto-Suárez holds a Bachelor of Arts in Social Sciences (Magna Cum Laude) from the University of Puerto Rico, Cayey Campus (1997), a Juris Doctor from University of Puerto Rico School of Law (2000), and a Master of Law (LL.M.) in Environmental Law (Cum Laude) from Vermont Law School (South Royalton, VT, 2005).

Mr. Soto-Suárez is a Senior Associate at TCM, where he currently concentrates on environmental permitting and compliance issues under local and federal natural resource and environmental laws and regulations, land use and planning law matters, and labor and employment law.  Mr. Soto-Suárez provides advice and guidance to clients in numerous issues related to the environmental review process, land use site location inquiries, and day-to-day environmental issues. 

Mr. Soto-Suárez has significant experience in the litigation of labor and employment claims on behalf of companies represented by our firm in local and federal courts, as well as in all other types of labor and employment law litigation. He provides advice and guidance to clients in numerous issues relating to human resources and employment law matters in day-to-day operations.  He represents clients before administrative agencies such as the Conciliation and Arbitration Bureau of the Department of Labor, the EEOC, the Office of Mediation and Adjudication (“OMA”) of the P.R. Department of Labor, the Antidiscrimination Unit of the P.R. Department of Labor, the National Labor Relations Board, and handles appellate practice and procedure.

Mr. Soto-Suárez is a member of the Puerto Rico Bar Association, the American Bar Association, Section of Environment, Energy and Environmental Resources, and Section of Labor and Employment Law.

Mr. Soto-Suárez is admitted to practice in the Commonwealth of Puerto Rico, and the United States District Court for the District of Puerto Rico.
