Mr. Soto-Suarez holds a Bachelor of Arts in Social Sciences from the University of Puerto Rico (Cayey Campus) (Magna Cum laude, 1997), a Juris Doctor from University of Puerto Rico, School of Law (2000), and a Master of Laws in Environmental Law (LL.M.) (Cum Laude) from Vermont Law School (2005). As an L.L.M student, Mr. Soto-Suarez worked as a judicial clerk intern for two Vermont State Judges at the Environmental and Superior Courts. He is the author of a law article (Vermont Law School): Introductory Guide to Watershed Management and an Analysis of Cumulative Effects under the National Environmental Policy Act (NEPA) and Puerto Rico’s little NEPA.

Mr. Soto-Suarez is an associate, where he currently concentrates on environmental permitting and compliance issues under local and federal natural resource and environmental laws and regulations, as well as land use & planning law matters. He also provides advice and guidance to clients in numerous issues relating to the environmental review process, land use site location inquiries, and day-to-day environmental issues.

Prior to joining TCMR&S, Mr. Soto-Suarez served as an Assistant Advisor at the Puerto Rico’s Governor Office in the Permits and Environmental Area, where he was responsible for representing various state agencies in numerous environmental laws and regulations related claims. He also served as a Special Assistant at the Regulations and Permits Administration, where he acted, among other things, as legislative attorney in dealing with proposed laws and investigative hearings in the House of Representative and Senate of Puerto Rico. Mr. Soto-Suarez also worked as a Legal Director in the Land Acquisitions Division at the Highway and Transportation Authority, where he was a supervisor in charge of commencing Petitions for expropriations related to highway projects.

Mr. Soto-Suarez is admitted to practice law in the Commonwealth of Puerto Rico and in the U.S. District Court for the District of Puerto Rico. He is also a member of the Puerto Rico Bar Association, the American Bar Association, Section of Environment, Energy and Environmental Resources.
